(11) ‘payment service provider’ means a body referred to in Article 1(1) or a natural or legal person benefiting from an exemption pursuant to Article 32 or 33;

PSD2 Article 1(1) - Payment service provider categories

1. Credit institutions;
2. Electronic money institutions;
3. Post office giro institutions entitled under national law to provide payment services;
4. Payment institutions;
5. The European Central Bank and national central banks when not acting as monetary authority or other public authorities;
6. Member States or their regional or local authorities when not acting as public authorities.
