The Commissione Nazionale per le Società e la Borsa (CONSOB) is Italy’s conduct authority under MiCAR. Italy applies a twin-peaks model under Legislative Decree No. 129 of 5 September 2024: CONSOB is responsible for authorising and supervising crypto-asset service providers (CASPs) and for supervising compliance with Title II white-paper notifications; Banca d’Italia is responsible for authorising and supervising issuers of asset-referenced tokens (ARTs) and electronic-money tokens (EMTs).
