The Netherlands operates a twin-peaks model: DNB authorises and supervises issuers of asset-referenced tokens (ARTs) and electronic-money tokens (EMTs) and conducts prudential supervision and qualifying-holding assessments for crypto-asset service providers (CASPs), while the AFM is the lead conduct authority for CASPs and Title II white papers.
